  4. North America's leaders must now sell free trade to their own
  5. people

  8.     For the U.S., Canada and Mexico, the 14 months it took to
  9. complete the North American Free Trade Agreement may have been
  10. the easy part. Now comes the task of persuading lawmakers in all
  11. three countries to ratify the deal, which would phase out
  12. thousands of barriers over the next 15 years and unite more than
  13. 360 million consumers in a single trade bloc. Weary negotiators
  14. put the final touches on the plan by requiring that at least
  15. 62.5% of the parts for cars and light trucks sold duty free in
  16. the bloc should come from North America. The U.S. had pressed
  17. for a 65% local-content standard, while Canada and Mexico had
  18. initially wanted a 50% level.

  20.     Just hours after the agreement was reached, President Bush
  21. strode into the White House Rose Garden to applaud the pact as
  22. "the beginning of a new era." Mexican President Carlos Salinas
  23. de Gortari went on early-morning television to praise the deal,
  24. while Canadian Prime Minister Brian Mulroney called it "an
  25. important step forward." Elsewhere the reception was chillier.
  26. In Japan, angry trade and auto-industry officials charged that
  27. the local-content requirement would force Japanese manufacturers
  28. to redesign cars sold in North America and jack up prices.

  30.     The stiffest resistance could come from U.S. labor leaders
  31. and Democrats in Congress who fear that the trade pact would
  32. tempt companies to shift factories and jobs to low-wage Mexico.
  33. Declared Senator Donald Riegle, a Michigan Democrat: "To
  34. integrate our economy with a Third World economy will create
  35. massive unemployment here." Congressional critics seem certain
  36. to demand safeguards for U.S. jobs and the environment when the
  37. trade deal comes to a vote next year.
